As a measure for the cup, use a yogurt cup of about 150 ml capacity. Sauté the onions in the olive oil. Add the minced meat, season with salt and pepper and brown.
Add bulgur, water, carrots and the peppers.
Simmer on low temperature. Add tomatoes, tomato paste and a pinch (a little more if needed) of sambal oelek. Season again with salt and pepper. Sprinkle with herbs as needed.
