Clean or peel the vegetables including the chili pepper, chop and fry in hot oil. Then pour vegetable broth and milk.
Add the spices and simmer on low heat for about 20 minutes. Serve hot. If you like, you can use cream instead of milk. The soup is nice and spicy due to the chili pepper and warms up on cold days.
